Yes agree it's not poss. to make any reliable ID from a general photo,
but your guess may help him look in the right direction.

Apparently it's been proliferating rapidly over some local coral reefs, so am also guessing the expansion might be connected to increased rainfall events and associated nutrient increases from land-runoff.

Almost impossible to do without a specimen to section. A guess would be
Schizymenia dubyi, but it’s really just a stab in the dark.
