These Guidelines have been prepared in order to lead the way for establishing Community Based Collaborative Fisheries Management in coastal districts (marine waters) of Tanzania. The contents of this manual have been designed to meet the use of Training of Trainers (TOT) and the Coastal Communities. The Guidelines have been divided into six (6) Chapters namely Fisheries Policy and Legislation; Fisheries Management; Comanagement; Good Leadership and Governance; Conflict Management and Indicators. The contents of all chapters should be covered during the TOT course. The TOT is designed to impart knowledge to District Change Agents who will in turn train coastal communities, Village Executive Officers, Ward Executive Officers and Village Leaders on the process of establishing co-management.
